Summary:

This project provides for the design and construction of a new Fire Station No. 4.

 

Fire Station #4 was built in 1971. Multiple renovations have occurred in an attempt to extend the life of the building. Centrally located in the city, north of West Santa Fe on the east side of North Mur Len, this is one of the busiest stations in Johnson County. This facility was built to house one fire apparatus which no longer meets the needs of the City. In the future, Fire Station #4 will be staffed as a dual-company fire station to best meet the needs of the area and comply with requirements that directly impact the community's ISO rating. The current station does not provide enough space to reconfigure the floor plan to address staffing and apparatus needs to service this area of the community. The new station will be constructed on the same property after demolition of the existing structure. 

 

​On May 15, 2023, staff issued a Request for Qualifications to firms seeking to be considered for providing design services for the Fire Station No. 9 project.  On June 14, 2023, Statements of Qualifications were received from seven design firms.  The evaluation and selection committee identified four firms to be interviewed and to provide fee proposals.  Following the interviews on July 25, 2023, the committee identified Finkle + Williams, Inc. as the preferred firm for the design of the Fire Station No. 9 project.  Finkle + Williams was previously the architect for the Olathe Fire Station No. 8 project.

​With approval of the 2026 CIP including funding in 2026 to begin design of a new Fire Station No. 1, staff determined it is advantageous for the City to also contract with Finkle + Williams for the planning and design of the Fire Station No. 1 project.  Therefore, staff negotiated a contract with Finkle + Williams for the project. At this time, the Fire Station No.1 project is on hold while work continues on the adjacent Animal Shelter relocation. In lieu of work on Fire Station No. 1, it was decided to transfer a portion of the funding from Fire Station No. 1 to Fire Station No. 4, and keep the same teams as selected for the work on Fire Station No. 1.

 

The estimated cost for this project is $16,500,00 and includes the preliminary and final design, staff time, inspections, ancillary costs, construction and contingency. Attached is the proposed agreement with Finkle + Williams. This agreement is for comprehensive planning, design, and construction administration services. The cost of services as outlined in the agreement is $1,245,090. This cost is inclusive of basic and supplemental services ($1,238,490) and reimbursable expenses ($6,600). Pending approval of this agreement is the anticipated schedule for the project:

Financial Impact:

Funding for the Fire Station No. 4 Replacement Project, as approved in the 2026-2030 Capital Improvement Plan, is $16,500,000 of General Obligation Bonds.
