Directing the Mayor, acting as Community Fund Chair, to authorize an expenditure of $12,500 for a Community Fund Feasibility Study to support activities/projects outlined in the fund creation ordinance.

Summary:
The Olathe City Council (“the Council’) established the Olathe Community Fund (“the Fund”) in April 2018. Currently the Council serves as the Olathe Community Fund Board. Any withdrawal of money from the Fund requires the Board to authorize it by a majority vote.
The Board directed staff to engage a consultant to conduct a feasibility study determining donor community support for moving the Community Fund forward as envisioned when created. Staff has already engaged BPS Philanthropic Advisors (formerly Byrne*Pelofsky) to assist with a feasibility study and capital campaign for the animal shelter project. That contract allows for a change in scope to include a feasibility study related to the Community Fund.
The additional scope will not impact fundraising efforts for the animal shelter and will allow for significant cost savings.
The study findings will be presented to the Council/Board when complete, and, based on the results, staff will recommend next steps for consideration.

Financial Impact:
The Fund will be decreased by $12,500 to finance the feasibility study.
