Summary:
The Olathe Police Firing Range project will design and construct a shooting range complex to serve the training needs of the Olathe Police Department. The project will also include planning, design and construction of all site utilities and site improvements necessary for this project, as well as concept development for a future indoor shooting range facility.
On May 20, 2024 staff issued a Request for Qualifications and Cost Proposal for the proposed work to qualified design-build contractors. On June 27, 2024 proposals were received from 7 design-build teams. The selection committee short-listed 3 teams who were interviewed on August 13, 2024. The selection committee chose Turner Construction/Treanor Architects from these interviews to award the project.
Attached is the proposed agreement with Turner Construction. This agreement is for design-build services required for the design and construction of the firing range project. The initial cost for this project is for design and pre-construction services as outlined in the agreement is $516,800.00.
The following is the tentative schedule for the design and construction of the project.
Design and Master Plan Development: Sept 2024-April 2025
Construction: May 2025-February 2026
Final Completion: March 2026

Financial Impact:
Funding for the Firing Range Project as proposed in the 2025-2029 Capital Improvement Plan is $13,150,000.00 of General Obligation Bonds and $2,000,000 in federal funds.
