Summary:
The City has received a request from Johnson County (Attachment A) for a resolution of support to allocate a portion of federal HOME Investment Partnership Program (HOME) funds allocated by the United Stated Department of Housing & Urban Development (HUD) for a proposed affordable housing project to be constructed by Habitat for Humanity of Kansas City (HHKC) in south Olathe. The draft resolution (Attachment B) expresses support for Johnson County applying federal HOME funds to support the Pathways at Heritage Park housing development which would be undertaken by HHKC at the northeast corner of 159th Street and Blackbob Road in partnership with Pathways Church. The project includes 14 single-family, detached homes which will be placed in a land trust and made available for fixed-time-period ownership by qualified low-income home purchasers.
HHKC plans to invest approximately $4.6 million in the project. Attachment C is a letter from HHKC requesting HOME funds and outlining its sources and uses of funds for the project. HHKC anticipates utilizing $2.5 million in HHKC privately fundraised dollars, approximately $200,000 in HHKC program funds from its ReStore Program, and $950,000 in federal ARPA funding (approved by the Board of County Commissioners on June 8, 2023). HHKC is requesting $1 million in federal HOME funds to cover the final portion of project costs, which is vertical construction of the homes.
No rezoning is required for the project. The Planning Commission approved the final plat for the project on November 13 by a vote of 9-0. Also on the agenda for the December 5 City Council meeting is acceptance of the dedication of public easements and street right-of-way to the City as depicted on the final plat.
Johnson County staff have reviewed the project and have determined it is eligible for HOME funds pursuant to the 2004 Cooperation Agreement between the City and the County (Attachment D). If the City Council adopts the resolution of support, the funding request would then be evaluated in early 2024 by Johnson County’s Housing & Community Development Advisory Committee, and then if recommended to receive HOME funds, Habitat’s request would move to the Johnson County Board of County Commissioners for final approval sometime in early-to-mid 2024.
