Summary:

This Master Agreement is in place to allow for professional engineering services for various projects for Environmental Services.

 

A Request for Qualifications (RFQ) for on-call engineering services was issued on January 31, 2025. HDR Engineering, Inc. (HDR) was one of the vendors selected based on the submitted qualifications. The master agreement with HDR is on an as-needed basis for consulting, design, and construction administration services for various projects identified by Environmental Services for the City’s water and wastewater facilities. The original Master Agreement, dated July 2, 2025 was for $99,999. Amendment No. 1, dated September 3, 2025 revised the amount to $49,000. This Amendment No. 2 will increase the amount of the Master Agreement to $265,000 for execution of Task Order No. 2.

 

Task Order No. 1, dated November 14, 2025 in the amount of $61,496, provided for design services to address streambank erosion and stability within the well field along the Kansas River.

 

Task Order No. 2, to be executed upon approval of this Amendment No. 2 to the Master Agreement for the amount of $190,745, will provide for engineering services for a study of the well field under PN 5-C-006-XX. The study will assess available well capacity for current and future water demands, evaluate the impact of reduced Kansas River flows on well field yields proposed by the United States Army Corps of Engineers, review the effectiveness of the City’s well field cleaning program, and evaluate options for optimization of well field infrastructure and/or increases to water supply capacity.

Financial Impact:

Amendment No. 2 is for an amount not to exceed $265,000. Funding for the services provided under this agreement is from the following sources:

                     Water and Sewer Fund, Environmental Services Operating Budget

                     Wellfield Study, PN 5-C-006-XX
