Summary:
On May 17, 2022, City Council approved a Professional Services Agreement with George Butler Associates, Inc. for design services to improve South Hyer Street, South Emery Street, East Lakeview Avenue, East Wabash Avenue, South Chester Street, and North Water Street. These improvements had been tentatively scheduled for construction in 2023 but were delayed for budgetary reasons. The North Water Street improvements were completed in 2024. This Supplemental Agreement No. 1 will allow for the completion of the design to reconstruct the other five streets in 2026. Improvements will include full depth asphalt pavement and subgrade replacement, replacement of concrete curb and gutters, installation of sidewalk, driveway approaches, streetlight installation, stormwater improvements, and waterline improvements.
The same scope of improvements is necessary for West 107th Street (550’ from 108th Street to the west end cul-de-sac) and West Cedar Lake Drive (Lone Elm Road to the west end cul-de-sac). The addition of these improvements to the existing design agreement will allow all locations to be efficiently compiled into a single construction contract.
This $345,648 Supplemental Agreement provides engineering services necessary for design of all seven project locations, including surveying of existing conditions, utility coordination, permitting, development of construction plans in accordance with Olathe design standards and specifications, cost estimates, assistance with bidding of the project for construction, and assistance as needed throughout construction.
It is anticipated that design will begin immediately following approval of this agreement. Staff will bring the construction contract to the City Council for consideration in Spring 2026. Improvements are expected to be completed by Fall 2026.

The design and construction of improvements to South Hyer Street, South Emery Street, East Lakeview Avenue, East Wabash Avenue, South Chester Street, West 107th Street, and West Cedar Lake Drive are funded from the following sources:
