Summary:
This agreement authorizes Royal Construction Services, LLC to construct the Mill Creek Pool & Splashpad project. The project includes demolition of the existing aging park restroom and bathhouse facilities and construction of a new bathhouse with updated amenities for pool and park visitors, associated plumbing improvements, and a new splashpad.
On July 7, 2026, two (2) bids were received and opened for the above referenced project. The bids received were priced at $3,137,000.00 and $3,707,189.01 with the Engineer’s Estimate at $2,715,150.00. The following is a tabulation of bids received.

Royal Construction Services, LLC submitted the lowest responsive bid in the amount of $3,137,000. The bid amount exceeded the Engineer’s Estimate primarily due to higher mobilization and building costs.
Following the bid opening, City project staff from Engineering and Facilities reviewed potential cost-saving options with the low bidder, including material adjustments, alternates, and product changes. Based on that review, the City agreed to selected scope and material modifications that reduced the contract amount by $36,050, resulting in a revised contract amount of $3,100,950. Upon approval of this agreement, the City will issue a Notice to Proceed and begin the pre-construction kickoff process. Construction is anticipated to begin in September 2026 and be completed in April 2027. The Mill Creek Pool improvements, new bathhouse, and new splashpad are planned to be open for the Summer 2027 season.
