Summary:

The applicant is requesting approval of a zoning amendment and a preliminary site development plan for The District located southwest of 119th Street and Renner Boulevard. This property was zoned to the PD (Planned District) in 2019 for Olathe Gateway II, a mixed-use development with commercial and residential uses. The applicant is requesting to repeal the Planned District zoning standards established for the Olathe Gateway II development and establish new standards applicable to the development. Staff worked closely with the applicant to create regulations for the development that align with the quality expected in the Gateway District and the resulting Zoning and Design Standards document is included as Exhibit A in the attached Ordinance.

 

The District is a high-quality, pedestrian-oriented development anchored by a 5,500-seat hockey arena and an ultra-accessible 12-acre theme park. Additionally, there is a 6-story 150-room accessible hotel, a large pad site intended for a destination entertainment user, and 10 commercial pad sites flanking 119th Street and Renner Boulevard. A high-quality linear park will run through the heart of The District and an outdoor plaza located between the theme park and arena will be programmed with year-round events.

 

The proposed development directly aligns with the PlanOlathe Comprehensive Plan Gateway District designation and several policies of the plan for targeted development, high quality design and an enhanced pedestrian environment.

 

The Planning Commission held a public hearing on December 9, 2024 and no members of the public spoke. At this hearing, staff recommended approval with stipulations regarding prohibited land uses, traffic improvements and management, establishment of the proposed Zoning and Design Standards, and the requirement to establish comprehensive sign regulations. The hearing included discussion of the presented recommendation to prohibit the Convenience Store with Gas Sales land use, as the applicant expressed a desire for the option to pursue this use in the future. After discussion, Planning Commission voted 8-0 to recommend approval of RZ24-0016 with the stipulations as presented by staff.
