Summary:
On February 10, 2026, four (4) bids were received and opened for the above referenced project. The bids ranged from $3,215,798.58 to $3,567,751.20 with the Engineer’s Estimate at $3,279,183.00. Freeman Concrete Construction, LLC submitted the low and responsible bid in the amount of $3,215,798.58. The following is a tabulation of the bids received:

The 2026 Local and Collector Street Mill and Overlay Project - Group B will provide a 2” depth mill and asphalt overlay, spot replacement of concrete curb and sidewalk, installation of ADA sidewalk ramps and replacement of pavement markings on thirty-six (36) local and collector streets.
Construction is tentatively scheduled to begin in Spring 2026 and tentatively scheduled to be completed in Fall 2026.

Financial Impact:
This project is funded from the City of Olathe’s 2026 Street Preservation Program authorized on January 20, 2026. Authorized funding for the 2026 Street Preservation Program includes:
G.O. Bonds $ 2,800,000
Street Maintenance Sales Tax $16,134,208
Total: $18,934,208
