Summary:
The Olathe Community Center Natatorium Renovations Project is included in the 2023-2027 Capital Improvement Plan with a total project budget of $883,500. This phase of the project will focus on the construction work required for the refinishing of the slide stair tower, spa, and mechanical room. The existing concrete finish has developed slippery areas that need to be addressed for safety reasons. Replacement of this finish will significantly improve the safety of the pool stair tower surfaces, as well as match the finish of the pool deck.
To perform the work required, Epoxy Coating Specialists has been selected through the use of a CER, as they have extensive knowledge of the facility and the materials being used, and they had been previously selected to install the deck material that is now being applied to these additional areas.
Through evaluation by staff review, Epoxy Coating Specialists has the appropriate qualifications to complete the work per the finish manufacturer’s warranty requirements. The agreement with Epoxy Coating Specialists is attached to this CAI for review and approval. Staff recommends the agreement with Epoxy Coating Specialists be accepted for the proposed work. Pending approval of the contract, the contractor is prepared to begin the project immediately. Construction is anticipated to begin approximately 04 June 2024 and will be completed approximately 02 August 2024.

Financial Impact:
Funding for the Olathe Community Center Natatorium Renovations Project as proposed in the 2023 Capital Improvement Plan is $883,500 of General Obligation bonds.
