Report regarding proposed amendments to Olathe Municipal Code Section 10.10.010 and 10.10.020, pertaining to Main Trafficways and Main Trafficway Connections.

Summary:
State law allows the City to designate certain streets as main trafficways or main trafficway connections. These designations allow the City to use general funds, general obligation bonds, and certain transportation excise taxes to fund improvements of these streets. The Main Trafficways Ordinance (OMC Chapter 10.10) is proposed to be revised based on the February 2026 update to the Olathe Major Street Map prepared in advance of publishing the Olathe Comprehensive Plan.
The primary changes proposed to the Main Trafficways Ordinance (OMC Chapter 10.10) are:
• In the main trafficways list (OMC 10.10.010), add beginning and end points to one street segment and delete a former connection that will not be constructed due to conflicts.
• In the main trafficway connections list (OMC 10.10.020), add some existing and new streets, add some street segments, add beginning and end points to street segments, and delete some former connections that are not constructed, will not be constructed due to conflicts, or the addition of a new street in close proximity removes the former connections role as the main trafficway connection.
• Bring consistency to street names.
• Bring consistency to street beginning and end points following federal guidance.
