Summary:

In the 1990’s, the City of Olathe began installing underground fiber optics to control our network of traffic signals.  The system of underground fiber optic network has grown to be 126.3 miles in length.  The system has become the backbone that connects all city owned buildings; is utilized to connect the City’s fiber optic network to the County’s server bank, the City’s server bank, and Johnson County’s Emergency Operations Center; and is used to monitor the status of utility assets including water pressure valves, water towers, water treatment plants and sanitary sewer treatment plants.

 

K & W Underground has installed and maintained the majority of the City’s fiber network and has substantial institutional knowledge of its existing routes, splice locations, connections, and system configurations. Engaging a new vendor would require additional time and expense to identify, document, and become familiar with portions of the existing system, creating potential operational and project-delivery risks.

 

Given the critical nature of the City’s fiber infrastructure, staff recommends a single source agreement with K & W Underground. Their detailed system knowledge provides meaningful operational continuity, reduces risk, and supports efficient maintenance and response activities for the City.

Financial Information:

Anticipated expenditures for the contract term are $800,000. Funding will be from multiple department operating budgets and construction project budgets.
