Summary:
This project is a joint project with Johnson County and will improve Black Bob Road from 159th Street to 167th Street from a 2-lane roadway to a 4-lane divided arterial section. Improvements will include pavement construction, bike lanes, curb and gutter, medians, streetlights, sidewalk and sidepath and storm sewers.
The proposed agreement with Water District No. 1 of Johnson County (WaterOne) will allow the City of Olathe to relocate necessary portions of the WaterOne distribution main located along Black Bob Road, between 159th Street and 167th Street. This relocation work is necessary in order to move the existing water mains that are in conflict with the City’s Black Bob Road, 159th to 167th, Improvements Project. The Intergovernmental Agreement with WaterOne also allows the City of Olathe to undertake the relocation as part of the construction of the Black Bob Road, 159th to 167th, Improvements Project.
WaterOne has provided an estimated total relocation cost of $1,570,800. This amount includes relocation work in WaterOne’s private easement and relocation work in the public right-of-way. The relocation work in WaterOne’s private easement is further broken down into whether the private easement is within the City of Olathe’s corporate limits or within the boundaries of Johnson County.
Olathe’s estimated portion of the relocation cost is $437,000. Johnson County’s estimated portion of the relocation cost is $656,280. WaterOne’s estimated portion of the relocation cost is $477,520. This estimate includes all materials, construction, labor, survey, inspection and all other costs necessary to complete the relocation, and the actual costs will be reconciled when the relocation work is completed.
Construction of this project is tentatively scheduled to begin in late 2024 / early 2025.
