Consideration of Ordinance No. 25-34 (VAC25-0002), requesting approval to vacate drainage easements and public utility easements for QuikTrip, located at 14904 W. 119th Street. Planning Commission recommends approval 6 to 0.

Summary:
This is a request to vacate several public utility easements, including five (5) drainage easements and one (1) utility easement, located at 14904 W. 119th Street. This vacation will accommodate the construction of a new QuikTrip Gas station which the Planning Commission approved on February 10, 2025 (PR24-0023).
The existing stormwater infrastructure located within the 20-foot utility easement to be vacated will be relocated to a new drainage easement dedicated by separate instrument. The drainage easements to be vacated are no longer needed due to the new stormwater improvements.
The Planning Commission held a public hearing on September 8, 2025, and no individuals spoke during the meeting. Staff recommends approval and the Planning Commission voted 6-0 to recommend approval as reflected in the meeting minutes.

Action Needed:
1. Approve Ordinance No. 25-34 for vacation of public utility easements as recommended by the Planning Commission (4 positive votes required).
2. Deny Ordinance No. 25-34 for vacation of public utility easements (5 positive votes required).
3. Reject the vacation of public easements and return to the Planning Commission for further consideration, advising the Commission of the reasons for the rejection (4 positive votes required).
