Consideration of the 2025 Subrecipient Agreements for Olathe’s Community Development Block Grant (CDBG) Projects.

Summary:
To complete the formal process necessary for the City to receive its allocated 2025 Community Development Block Grant (CDBG) funds from the United States Department of Housing and Urban Development (HUD) through Johnson County, the City must execute subrecipient agreements with all projects and services that have been approved for 2025 funding.
Execution of these agreements authorizes all 2025 CDBG activities to begin. Each activity has been reviewed and approved by HUD as an eligible Olathe project and meets the federal requirements and national objectives of the CDBG program.
Olathe City Council approved the following 2025 CDBG Housing and Public Service projects on July 16, 2024. Following that action, the City received a higher-than-anticipated 2025 CDBG allocation, and the previously approved contingency priorities were used to allocate the additional funds.
The final 2025 CDBG project and service funding allocations are as follows:
Public Service:
• Catholic Charities, Rent and Utility Assistance: $26,962.11
• El Centro, Rent and Utility Assistance: $26,962.11
• Olathe Parks and Recreation, Childcare Scholarships: $15,000.00
• Johnson County Parks and Recreation District, Childcare Assistance: $6,000.00
Housing:
• Olathe Housing Authority, Scattered Sites Mechanical Systems Upgrades: $116,471.54
• Olathe Community Enhancement, Full-time Community Enhancement Officer: $100,000
• Olathe Housing Rehab, Project Funding: $107,541.54
• Olathe Housing Rehab, Administration: $80,557.50
• Friends of JCDS, Accessibility Modifications to Olathe Home on Edgemere: $20,000.00
One representative agreement between Johnson County and the City (A) and one representative agreement between the City and each funded subrecipient (B) have been attached as examples. These reflect the format and requirements that apply to all 2025 CDBG subrecipient agreements.

Financial Impact:
A total of $499,494.80 in federal Community Development Block Grant (CDBG) funds will be invested in Olathe in 2025.
