Summary:
Super Critical Water Oxidation (SCWO) is a process where high pressure and high temperatures are combined within a reactor to break the molecular bonds of poly- and perfluoro alkylated substances (PFAS). This project will pilot a technology that destroys PFAS compounds from Cedar Creek biosolids. If the pilot is successful, the SCWO unit could be upscaled to be an economical solution for solids handling in advance of the closure of the landfill our Cedar Creek solids are currently sent to as well as protecting the plant from potential future regulations.
On October 18, 2024, the City advertised a Request for Qualifications (RFQ) to provide Construction Manager at Risk Services for the Super Critical Water Oxidation Pilot Project located at the Cedar Creek Wastewater Treatment Plant (CCWWTP). Garney Companies, Inc. was selected as the Construction Manager and a pre-construction phase services contract was awarded by City Council on April 1, 2025.
This Amendment establishes the first Guaranteed Max Price (GMP) for the project at $6,188,970. Work under this GMP includes procurement of the equipment for the super critical water oxidation process. GMP #2 will be necessary for this project and will include the construction and installation of super critical water oxidation equipment and all of the necessary piping and appurtenances. These GMPs are expected to be presented to Council for consideration in Spring 2027.
Purchase of the equipment associated with this GMP will occur immediately after approval. It is anticipated that construction on this project will begin in Spring 2027 with completion anticipated in Winter 2027.
