Summary:
The Olathe Community Center Natatorium Renovations Project is included in the 2023-2027 Capital Improvement Plan with a total project budget of $883,500. This phase of the project will focus on the construction work required for the replacement of the pool plaster finish. The existing plaster finish is at the limit of the expected operational life, and has significant degradation that is resulting in an unsightly and rough finish, additionally the degrading material is pulled into the pumps and filters and causes damage to the equipment. Replacement of this finish will significantly improve the pool environment, reduce maintenance and operational costs, and make this facility ready to operate for the foreseeable future.
City staff issued and invitation for bids on 26 February 2024. On 21 March 2024, bids were received from one contractor who has extensive experience with installing pool plaster finishes. The following is a summary of the bids received.
Bid Amount
Mid-America Pool Renovation, Inc. $325,000 (Recommended)
Through evaluation by staff review, Mid-America Pool Renovation has the appropriate qualifications to complete the work per the finish manufacturer’s warranty requirements. The agreement with Mid-America Pool Renovation is attached to this CAI for review and approval. Staff recommends the recommended bid be accepted and contract for the proposed work be approved. Pending approval of the contract, the contractor is prepared to begin the project immediately. Construction is anticipated to begin approximately 04 June 2024 and will be completed approximately 02 August 2024.

Financial Impact:
Funding for the Olathe Community Center Natatorium Renovations Project as proposed in the 2023 Capital Improvement Plan is $883,500 of General Obligation bonds.
