Summary:
The CARS program requires that cities submit candidate projects for the five-year program via a resolution. The submitted projects reflect the Capital Improvement Plan (CIP) projects on arterial streets. Below is a list of the projects referenced in the attached resolution.

2029 College Boulevard, Cedar Niles Boulevard to Clare Road
2030 Lone Elm Road, 159th Street to 167th Street
2031 Black Bob Road, 135th Street to Strang Line Road
Cities will be notified about the Johnson County Commission’s adopted Five-Year Plan and Fiscal Year Plan for CARS after Johnson County’s 2027 budget is adopted. Upon completion of the County budget approval, the Olathe City Council will then consider approval of the 2027 CARS Inter-Local Agreement at a future City Council meeting.
The 2027-2031 program year proposed projects included in the submittal are tentative and may be revised in future years. The CARS program contributes up to 50% of the eligible, local share of the construction and inspection costs for the approved projects.

The approved projects will be eligible for reimbursement of up to 50% of the local share of the construction and inspection costs.
