Summary:
This is a request to accept the dedication of land for public easements and public street right-of-way for the final plat of Parkside Reserve, Seventh Plat. The final plat establishes lot lines for 37 lots and three (3) tracts to accommodate the construction of 37 new single-family residential homes as a part of the seventh phase of the development. The rezoning and preliminary plat (RZ22-0002) for Parkside Reserve was approved in 2022, and this final plat is consistent with that approval.
This plat will dedicate new utility (U/E), sanitary sewer (S/E), tree preservation (TP/E) and drainage (D/E) easements. All roadways within the development will be dedicated as public right-of-way. As required, Brougham Drive must connect to an existing arterial or collector street in accordance with the UDO and City Council Policy PI-3. At the February 9, 2026 Planning Commission meeting, the developer stated that this requires an extension of Brougham Drive to the north on property they do not own. However, the developer has the option to extend Brougham Drive southward on property under their control. The Planning Commission approved the final plat, as the approving authority for plats; therefore, the only action needed for this application is the acceptance of public right-of-way and easements.
The plat is subject to a street excise tax of $0.215 per square foot of land and a traffic signal excise tax of $0.0037 per square foot of land area.

Action Needed:
1. Accept the dedication of land for public easements and public street right-of-way for the final plat of Parkside Reserve, Seventh Plat (FP25-0035) (majority vote of the Councilmembers present required).
2. Reject the dedication of land for public easements and public street right-of-way and return the plat to the Planning Commission for further consideration with a statement specifying the basis for the Governing Body’s failure to accept the dedication (majority vote of the Councilmembers present required).
