Summary:

The 2025 proposed legislative program takes a policy level approach to address issues impacting the City of Olathe and local taxpayers and provides policy guidance in addressing issues before the Kansas Legislature.  Based on discussion with Legislators, the City’s lobbyist, the Kansas League and organization such as MARC, the proposed program has few substantiative changes from the previous year.

It includes a focus on local governments’ ability to make decisions on behalf of their taxpayers, protect and preserve local tax dollars, and ensure the will of local voters can be met at the local level.  This policy level approach has allowed staff to quickly and effectively engage during the session.

This year’s proposed program varies somewhat from 2024.  For instance, LAVTR has been removed as it is no longer included in law.  In addition, the City proposes the addition of closely monitoring state programs that could create local tools supporting housing options.
