Summary:

This is a request for approval of a special use permit (SUP) to allow motor vehicle sales at 19950 W. 161st Street, specifically for golf carts and utility carts for McCoy Custom Carts. The subject property is currently zoned M-2 (General Industrial), which requires approval of a SUP for motor vehicle sales, all types, per Unified Development Ordinance (UDO) 18.20.500. McCoy Custom Carts performs minor modifications to golf carts, including seat, wheel, and body replacements. The carts are then stored and sold within the existing building.

 

The site is currently developed with an existing 8,053 square foot industrial building with 23 parking stalls. McCoy Custom Carts intends to use the front of the existing building as an office while the existing garage bays will be used for golf cart storage and repairs. The applicant is amenable to all recommended stipulations and the ten (10) year renewal time period.

 

The Planning Commission held a public hearing on December 8, 2025, and no public comments were provided for this application. The Planning Commission voted 5-0 to recommend approval of SU25-0005 as presented in the meeting minutes.

Action Needed:

1.                     Approve Resolution No. 26-1006 for a special use permit for motor vehicle rentals (majority vote of the Councilmembers present required).

2.                     Deny Resolution No. 26-1006 for a special use permit for motor vehicle rentals (five positive votes required).

3.                     Return the application to the Planning Commission for further consideration with a statement specifying the basis for the Governing Body’s failure to approve or disapprove (majority vote of the Councilmembers present required).
