Summary:

In October of 2023, the City Council authorized PN 6-C-0280-24 through Resolution No. 23-1068 to allow for maintenance and improvements to several city facilities. The original resolution included $3,270,000 coming from GO bonds with an additional $1M that was planned from cash funds, for a total project budget of $4,270,000.

 

This project originally included interior renovations of numerous city facilities, including City Hall, the Robinson campus, Fire Administration, and the Community Center. The scope of the project has expanded since this time due to the recent real estate agreement that was executed to sell the City’s office space at 135 S. Kansas Avenue. The sale of this building requires the relocation of city staff into a new leased office space. The project budget has also increased during the design phase of the project as additional facility maintenance needs were identified to address improving our aging facilities.

 

As a result of these changes and the additional office space needs, the project budget is proposed to be amended to $7,500,000, with $1M coming from cash funds set aside for this project and the remaining $6,500,000 from GO bonds.

Financial Impact:

An additional $3.3M in GO bonds will need to be issued over what was allocated in the 2024-2028 CIP. The Debt Service Fund can handle this increase while still meeting all Key Performance Indicators as outlined in the City’s Debt Management and Fiscal Policy.
