Summary:
The City issued a Request for Proposal (RFP) for consulting services for the Unified Development Ordinance (UDO) update following the adoption of the Elevate Olathe Comprehensive Plan.
The UDO update will better align current development standards with the goals and concepts of Elevate Olathe and result in a UDO that supports an efficient development process, quality standards, compatibility with state statute, and advancement of Olathe’s livability, mobility, resiliency and community identity. The project is expected to include a combination of existing, modified, and new regulations, including the creation and repeal of zoning districts, development standards, and design standards. The City’s last holistic update to the UDO occurred in 2014 and routine updates have occurred since that time.
Seven (7) consulting firms responded to the RFP. After reviewing all proposals, the selection committee chose Multistudio and Wilson & Company as the most qualified team. With considerable experience in the metro-area, and the larger Midwest region, this local consulting team has professional expertise for a large variety of community development topics.
Multistudio provides a design-based approach to development regulations and will lead the Regulation, Planning, Urban Design, Landscape Architecture and Engagement efforts. Wilson & Company will serve as expert advisors with a focus on Transportation, Utilities and Engagement work. The Professional Services Agreement aligns with the strategies and actions of the Elevate Olathe Comprehensive Plan.
The project will include robust public engagement through stakeholder roundtables, public open houses, online engagement, and Planning Commission and City Council workshops. The project is structured around a 18-month timeline, with UDO adoption tentatively planned for February 2028.
