Summary:
Super Critical Water Oxidation (SCWO) is a process where high pressure and high temperatures are combined within a reactor to break the molecular bonds of poly- and perfluoro alkylated substances (PFAS). This project will pilot a technology that destroys PFAS compounds from Cedar Creek biosolids. If the pilot is successful, the SCWO unit could be upscaled to be an economical solution for solids handling in advance of the closure of the landfill our Cedar Creek solids are currently sent to as well as protecting the plant from potential future regulations.
In the 2026-2030 CIP, the project amount was increased to $7,914,000 due to increased funding available through the State Revolving Funds Emerging Containments program. Due to increase costs associated with the necessary dewatering equipment, the City’s contribution will need to increase by $950,429 dollars from $2,154,000 to $3,104,429 for the project. Staff is requesting Council approve a transfer of $950,429 from an existing project’s cash balance to the project. There are adequate reserves in the fund to cover the transfer. Any unspent money will be returned to the Water and Sewer Fund.
Purchase of the equipment associated with this project will occur immediately after approval. It is anticipated that construction on this project will begin in Spring 2027 with completion anticipated in Winter 2027.
