Summary:
This agreement defines the responsibilities of both the City of Olathe and Johnson County in connection with the Santa Fe Street and Ridgeview Road Geometric Improvements project and Santa Fe Street Arterial Mill and Overlay. This agreement provides CARS funding for 50% of the participating project costs up to a maximum of $2,918,000. This funding can be used for all eligible costs of construction.
The geometric improvement project will include the construction of a designated right turn lane and an additional thru lane for southbound traffic, an additional left turn lane, and additional thru lane and a designated right turn lane for eastbound traffic, an additional left turn lane, an additional thru lane and a designated right turn lane for northbound traffic along with an additional southbound lane on the south leg, an additional left turn lane and a third traveling lane on the east leg of the intersection. Also included will be median modifications to allow for increased storage in the left turn lanes on all legs of the intersection. The estimated cost for this project is $10,180,000. This estimate includes preliminary and final design, land acquisition, utility relocations, construction, inspection and staff time.
The arterial mill and overlay will be paid from the 2020 Street Preservation Program.
The Santa Fe and Ridgeview Geometric Improvements and the Arterial Mill and Overlay project is currently in the land acquisition and utility relocation phases and tentatively scheduled to being construction in the Spring of 2020.

Funding for the Santa Fe Street and Ridgeview Road Geometric Improvements project, as approved in the 2019 Capital Improvement Plan, includes:
