Summary:
The City of Olathe has a long-standing cooperative agreement with Johnson County for receiving CDBG funds. As a result of the agreement, the City of Olathe receives 41% of the County’s CDBG funds. The projected 2020 allocation amount is $328,000, at least a 20,000 reduction. The City of Olathe and Johnson County utilize the same CDBG application, guidelines and procedures. Olathe is responsible for advertising CBDG grant funding availability, conducting a public hearing, which took place May 7, 2019, overseeing the Olathe application and review process, and making funding recommendations. Olathe received thirteen grant applications and on June 6, 2019 grant applicants were given an opportunity to present their proposals to a review committee comprised of city staff and community individuals. Recommendations from committee are as follows.
Public Facilities and Housing
Community Enhancement Officer (Full-Time) $27,000.00
City of Olathe Corey Circle Playground $30,000.00
City of Olathe Sidewalk Project-Keeler Street $100,000.00
Pine and Elm Driveway and ADA entrances $57,000.00
Parkview Manor Parking Lot Resurfacing $30,000.00
Friends of JCDS $20,000.00
Parkview Manor Bathroom Upgrades $14,800.00
Public Services
Salvation Army - Emergency Assistance $07,000.00
Catholic Charities - Emergency Assistance $08,000.00
Jo Co Park & Rec- Before & After School Scholarships $05,200.00
Taxi Program $29,000.00
TOTAL: $328,000.00
If additional funds are allocated by the federal government, the committee is recommending they be disbursed between Parkview Manor bathroom project and Catholic Charities. If funds are reduced by federal government, the Parkview Manor bathroom project would be reduced.

Financial Impact:
Approximately $328,000 in federal funds are being made available to Olathe to address public improvements, housing services, community development and public services that benefit low to moderate income persons.
