Summary:
A critical component of the City’s Advanced Traffic Management System (ATMS) is the fiber optic cable backbone. In addition to connecting all the traffic signals within the city, the fiber optic network is utilized to provide all the city’s facilities internet and intranet access. The network also allows the city and Johnson County to share and backup data.
The primary goals of this master plan include inventorying the existing fiber optic cable assets and recommending locations for replacement and expansion of the network. The master plan will also quantify maintenance costs and prepare a 5-year CIP for expanding the backbone. Expanding the system includes installing new fiber optic cable to connect new facilities and installing new cable to create redundancy at critical locations within the fiber optic network.
A Request for Qualifications for this project was issued on March 20, 2019. Three (3) firms responded to this request, and Olsson, Inc. (Olsson) was selected based on the submitted qualifications. The proposed agreement with Olsson includes preparation of a master plan for maintenance and expansion of the City’s fiber optic backbone. The total cost of this agreement is $58,958.
Staff will return to Council in the future with a status report for this project.

Financial Impact:
The ATMS Master Plan will be funded from the 2019 ATMS Replacement and Repair Project. Funding for this project, as approved in the 2019 Capital Improvement Plan, includes:
