Summary:
The 159th Street and Black Bob Road Improvements Project includes the installation of a traffic signal at the intersection as well as geometric and profile improvements. The geometric improvements will include right and left turn lanes in all directions. All legs of the intersection will taper back to match existing conditions. Also included in the project will be new pavement, curb and gutter, storm sewer, street lighting and all other work pertinent to completing the project. This is a joint project with Johnson County. The City of Olathe is administering the project.
The 159th Street and Pflumm Road Improvements Project includes the construction of a roundabout at the intersection of 159th Street and Pflumm Road and improvements to 159th Street from Pflumm Road to Quivira Road. This is a joint project with the City of Overland Park and Johnson County. The City of Overland Park is administering the project.
Each entity is responsible for acquiring the necessary land within their boundaries to construct these two projects. In order to construct both projects, Johnson County needs to acquire right-of-way along the north side of Heritage Park (see Attachment B) from the Johnson County Parks and Recreation Department (JCPRD). State statute allows JCPRD to exchange any tract of land for similar in value and suitable for park or recreation purposes. A tract of land owned by the City of Olathe and adjacent to Ernie Miller Park (see Attachment C) meets these requirements.
The execution of this Real Estate Contract, in the amount of $132,582, will sell the land adjacent to Ernie Miller Park to Johnson County so that they may exchange the land with JCPRD for right-of-way along 159th Street for the two referenced projects and for the future widening of 159th Street between Black Bob Road and Pflumm Road.
Construction of the 159th Street and Pflumm Road Improvements Project is tentatively scheduled to begin in Fall 2019, with an estimated completion in Fall 2020. Construction of the 159th and Black Bob Road Improvements Project is tentatively scheduled to begin in Fall 2020, with an estimated completion in Fall 2021.

Financial Impact:
Execution of the Real Estate Contract will result in Johnson County paying the City of Olathe $132,582 for the property being sold.
