Acceptance of proposal and consideration of award of contract to Surency Vision to provide vision insurance for the City of Olathe benefit plan.

Summary:
The City of Olathe issued a request for proposal (RFP) for fully insured vison insurance. Nine (9) vendors responded to the RFP: Aetna, Ameritas, Cigna, Eye Med, National Visio Administrators, Superior Vision, Surency, UHC and VSP. All but one of the proposals were similar to the vision plan that is currently offered.
The City reviewed the proposals and carefully evaluated plan design, network, utilization disruption and cost. After reviewing all information Surency’s proposal is recommended. Surency is the current vision provider and offers a comprehensive benefit plan with a robust vison provider network and the least disruption for coverage. Surency has lowered their rates by 7% indicating a strong desire to continue providing this benefit for the City of Olathe employees and families.

Financial Impact:
Surency has offered a five (5) year rate guarantee which is 7% less than the current rates. Based on current enrollment, the annual cost is $358,050 which is a savings of $26,962 per year.

Action Needed:
Approve 3-year contract with Surency with an option for a two-year renewal for the City’s fully insured vision
