Summary:

The Fire and Police Departments’ Mobile Fleet units have reached end of life and in order to keep systems consistent and compatible with network infrastructure the City’s Information Technology Department identified replacements. The recommended Panasonic mobile laptops and tablets will take the place of current Xplore Xslate R12 tablets as mobile data terminals (MDT). These devices are mounted in all Fire vehicle cabs and are used for various duties such as: utilizing the dispatch application, maps and guidance to calls, and running reports.  The Fire Department experienced many issues with the Xplore Xslate R12 tablets such as a lack of support for repairs and overheating of devices in vehicles. The Panasonic devices have a useful life of 3 years and provide an option for local support through Heartland in Leawood. Panasonic is the only manufacturer who currently has a First Net ready mobile tablet. This will enable the devices to be placed on a dedicated cellular network for first responders. The Police Department will utilize this contract to replace MDT’s in retiring vehicles or those MDT’s that have reached end of life.

 

City mobile laptops and tablet purchases are managed by the City’s Information Technology Department. Replacement of equipment that is at its end of life is made from the computer replacement fund, which is replenished by lease fees charged back to each department or division.  Maintenance, accessories, and warranties are also purchased under this contract.

 

The City estimates expenditures $300,000 in 2019, $100,000 in 2020, and $100,000 in 2021.  This will cover anticipated replacements, equipment, warranty, and installation costs. TurnKey Mobile is the assigned distributor of Panasonic tablets. There are no local businesses that offer these devices.

 

Staff recommends award of contract to TurnKey Mobile.

Financial Impact:

Estimated expenditures of $500,000 for 2019 through 2021 of which will be funded by the computer replacement fund.

Acceptance of bid and consideration of award of contract to TurnKey Mobile for mobile tablets through December 31, 2021.
