Summary:
To complete the formal process necessary for the city to receive the allocated 2019 Community Development Block Grant (CDBG) funds from the United States Department of Housing and Urban Development (HUD) through Johnson County, Olathe must execute subrecipient agreements with all projects and activities that have been approved for 2019 funding. City of Olathe will be allocating $365,945.00 in Fiscal Year 2019 to the following Council approved projects and services.
Community Enhancement Officer $ 43,161.25
Housing Rehabilitation Administration $ 56,742.00
Parkview Manor Security Systems $ 64,467.00
619 N. Chestnut Accessibility and Energy $ 33,058.00
Parkview Manor Ceiling Fans $113,625.00
Taxi Coupon Medical Program $ 37,512.00
Salvation Army - Emergency Assistance $ 3,262.00
Catholic Charities - Emergency Assistance $ 6,700.75
YMCA Scholarship Program $ 7,417.00
TOTAL $365,945.00
Johnson County requires subrecipient agreements for each of the projects being
funded by Olathe. All 2019 CDBG activities can commence with the execution of
these subrecipient agreements. Each agreement has been approved by HUD as an Olathe project and meets the CDBG federal requirements. Staff has attached one agreement between the County and City (A) and one between the City and the funded project (B). It is representative of the nine (9) projects being approved.
Olathe City Council approved the amount of $348,500 at their July 24, 2018 Council meeting. This number has increased to $365,945.00.

Financial Impact:
$365,945.00 in federal CDBG dollars is being invested in Olathe in 2019.
