Summary:
The Alternative Disinfection project was identified as a need in the Water Treatment Plant 2: Facility Plan Report (Facility Report). The Facility Report identified operational challenges with maintenance of the clearwells and a deficit of on-site clearwell storage due to the current disinfection process. This project was identified as a need due to the following:
• Enhancements to the disinfection process are required to ensure regulatory compliance;
• Process redundancy is not currently provided;
• There is currently limited on-site clearwell storage; and
• The current process has limitations on future plant expandability.
This project includes construction of a new chlorine dioxide disinfection process including a building to house chemicals and feed equipment and a concrete disinfection contact basin.
This project was combined with three other projects at Water Treatment Plant 2 (WTP2) into a single construction project that is being constructed by Crossland Heavy Contractors, Inc. utilizing a Construction Management at Risk (CMAR) delivery method. Construction is underway and will be completed in Summer 2020.
Supplemental Agreement No. 3 with Black & Veatch provides for operational assistance after construction completion, including the following tasks:
• Develop a chlorine dioxide process operations manual including key process indicators and guidance on process changes to respond to variations in water quality conditions;
• Provide materials for monthly reporting to the Kansas Department of Health and Environment (KDHE) and compliance sampling requirements;
• Provide training to operators on the new process;
• Design and implement a tracer study of the disinfection contact basin as required by KDHE.
The total fee for the services provided in Supplemental Agreement No. 3 is $78,582. This will raise the total fee for all services provided under the Agreement from $1,162,275 to $1,240,857.
