Summary: On January 8, 2020 one (1) bid was received for the replacement of membrane piping at Water Treatment Plant #2. This piping is 15 years old and handles the water for all seven membrane filtration racks. In 2019, numerous welding repairs were performed because of leaks in the piping. Leaks in the pipes keep increasing and after investigation staff found that the piping wall thickness varies in the piping and the leaks are occurring at the joints where the pipe wall thickness changes to thinner material. Replacing the piping is the best solution to avoid having to shut down the entire membrane system, which would reduce the plant’s capacity by 40%.
Staff recommends award of contract to NSG Brown’s, LLC.
54 vendors were notified of this bidding opportunity, one was a local vendor. The local company does not perform this type of work. Staff reached out to vendors who perform this type of work in the area but did not bid on the project and found that they prefer larger projects, or they have a large backlog of work and weren’t able to bid at this time.
