Summary:
This project is needed to improve capacity, reduce delays and increase safety at the intersection. This project will include dual left turn lanes for all directions of traffic and right turn lanes for three of four directions; westbound traffic has an existing right turn lane. Additional improvements include filling gaps in the sidewalk along 135th Street which will improve safety and connectivity with California Trails Middle School. This is a joint project with the City of Overland Park that will be administered by the City of Olathe.
The Inter-Local Agreement is in place to allow the City of Overland Park to reimburse the City of Olathe for 40% of the participating fees associated with the project. Reimbursable costs include, but are not limited to, engineering, project administration, construction inspection, material testing, utility relocations, and construction. Each City will be required to acquire and pay all respective costs associated with any necessary land acquisition for the portion of the project located within its respective boundary. Additionally, the estimated cost of Overland Park’s portion of the project does not include project contingency. Should the project require the use of the amount budgeted for contingency, Overland Park’s estimated contribution will be increased.
The estimated total cost for this project is $3,870,000. This includes preliminary and final design, land acquisition, utility relocations, staff time, construction and construction inspection. The project has been awarded federal Congestion Mitigation and Air Quality (CMAQ) program funds, through the Mid-America Regional Council’s (MARC) competitive funding process, in the amount of $1,200,000 for construction of the project. CMAQ funds are only awarded to transportation projects that improve air quality. It is anticipated that Overland Park’s share of the cost will be $844,000, and the City of Olathe’s share of the cost will be $1,826,000.
This project is tentatively scheduled for design in 2020, land acquisition in 2020/2021, utility relocations in 2021, and construction in 2022.
