Summary:

The applicant is requesting a special use permit for an increase in the height of an existing monopole tower and expansion of the compound area for an AT&T telecommunications facility. The applicant is proposing an addition to the tower to increase the total height to 100 feet and a 660 square foot expansion to the compound area. The existing 60-foot tall tower was constructed in 2000.  This height increase triggers the UDO requirement for a special use permit. 

 

The facility maintains access from an existing driveway that connects to Mur-Len Road and a paved extension will be constructed to meet fire turnaround requirements. Screening of the ground-level equipment will be provided through a double row of staggered evergreen trees outside the compound area. Additionally, the chain-link fencing will be replaced with black vinyl coated fencing along the entire perimeter of the compound area. 

 

On April 13, 2020, the Planning Commission held a public hearing for the proposed request.  One nearby property owner spoke regarding the public notification for the meeting and his viewpoint that the modified tower will have a detrimental impact on the value of the surrounding homes. After discussion, the Planning Commission voted 8-0 to recommend approval of SU19-0007 for a ten-year time limit with the stipulations outlined in the Planning Commission minutes. City staff have not received any correspondence from other individuals in support of or against the proposal since the public hearing.

Action Needed:

1. Adopt Resolution 20-1031 to approve a Special Use Permit for an AT&T telecommunications facility as stipulated by the Planning Commission.

2. Deny Resolution 20-1031 (5 positive votes required) for a Special Use Permit for an AT&T telecommunications facility.

3.                      Return the Special Use Permit application to the Planning Commission for further consideration with a statement specifying the basis for the Governing Body’s failure to approve or disapprove.
