Summary:

On November 6, 2018, City Council approved a Professional Services Agreement with Burns & McDonnell to provide engineering services necessary for development of a facility plan to outline the phased replacement of the City’s vertical wells. This facility plan identified new vertical well locations, provided a prioritized replacement schedule, and included a template vertical well design which will be utilized as the standard design for each replacement well site. The Agreement also included the complete design of the first replacement well, along with all necessary permitting required for construction. 

 

On April 7, 2020, City Council approved a Construction Manager At-Risk (CMAR) agreement with Crossland Heavy Contractors, Inc. for pre-construction services. This included the development of cost estimates, value engineering and construction sequencing in order to develop a Guaranteed Maximum Price (GMP) for the first phase of the project. The GMP of $5,302,779 was approved by City Council on November 17, 2020.

 

Supplemental Agreement No. 3 with Burns & McDonnell will provide construction administration services for Phase 1 of construction. These services include the following:

                     Review technical submittals and shop drawings from the contractor for equipment and material procurement.

                     Review documentation for equipment warranties, operations & maintenance manuals, and start-up reports.

                     Review of material testing reports for design conformance.

                     Answer Requests for Information from the Contractor and assist the City in preparing change orders if field changes are necessary.

                     Site visits by design engineers throughout construction and participation in regular progress meetings.

                     Inspection and documentation of the work, including preparation of final as-builts for the project.

The total fee for these additional professional services is $307,346, which raises the total fee for all services provided under the Agreement from $585,222 to $892,568.

 

Construction of the new vertical wells is currently underway with an anticipated completion in Summer 2021.

The funding for the Vertical Well Field Improvements Project, as approved in the 2021 Capital Improvement Plan, includes:
