SUMMARY:

The Olathe Fire Department, Johnson County Med-Act and other emergency medical service providers in Johnson County work together in a coordinated pre-hospital system to provide for the best possible patient outcomes. This agreement provides medical oversight from a licensed physician which is a requirement under Kansas law. This oversight will be provided by the Johnson County’s Emergency Medical Services System Medical Director Program. The program also includes quality assurance/improvement practices, credentialing of EMS providers, patient safety activities, and reporting on critical performance measures.

This collaboration among partner organizations helps to ensure a high-quality of patient care for those in Johnson County. Each participating organization will contribute funding based on a formula proportionate to their number of EMS staff and the number of EMS responses in their community.

This agreement will supersede a previous Interlocal Agreement from 2013.

Staff recommends approval of this agreement with an initial one (1)-year term allowing for automatic annual renewal or cancellation with proper notice.

FINANCIAL IMPACT:

Each participating agency pays an annual contribution based on a formula related to number of personnel and number of emergency medical events. The anticipated cost to Olathe in 2021 is estimated to be $26,006. Likely, this cost will increase modestly each year as emergency medical service demands increase in Olathe. This contribution will be paid from the General Fund.
