Consideration of Change Order No. 1 to the agreement with Crossland Construction, Inc. for construction of the Fire Training Center Improvements Project, PN 6-C-004-13..

Summary:
On June 16, 2020, the City Council approved an agreement in the amount of $1,941,900 with Crossland Construction, Inc. for the Fire Training Center project. This project with Crossland includes extensive site improvements along with a small building with restrooms, storage, office space, and covered outdoor classroom space. A separate agreement with WHP was approved by the City Council on December 3, 2019, in the amount of $1,023,399.90 for the design, fabrication, and installation of a fire training tower at this site.
The agreement with Crossland Construction includes allowances totaling $113,500 to address additional costs associated with potential scope changes, unsuitable soils, and additional rock excavation. Crossland Construction is nearing completion of their portion of the project. During the course of the project there have been cost increases that have overrun the allowances in the contract. The following is a summary of the general categories of work and their additional cost in excess of the allowances:
1. Scope modifications per final City review $83,135.15
2. Construction modifications $5,757.40
3. Unsuitable soil disposal, new soil import $79,267.75
4. Additional rock excavation $54,211.80
Actual Additional Costs: $222,372.10
A change order to the agreement with Crossland Construction is necessary to pay for these additional costs incurred. Because the project is not yet complete, staff recommends including an additional $25,000 to the change order in the form of an owner’s allowance. This additional $25,000 will allow the City to pay for other unforeseen construction costs that may arise as Crossland Construction finishes out the project. Any allowance funds unspent at the completion of the project will return to the City. Staff recommends a change order in the amount of $247,372.10.

Additional Owner’s Allowance: $25,000.00
Total Change Order: $247,372.10
This change order adds $247,372.10 to the construction contract, increasing the contract value from $1,941,900 to $2,189,272.10. This cost increase can be accommodated with the current project funding authorization of $4,000,000.
With the exception of landscape work, construction of Crossland Construction’s scope of the project including the site improvement and small building is anticipated to be complete in early February 2021. Landscaping is tentatively scheduled to be installed in early Spring 2021 as weather allows. The training tower portion of the project by WHP is anticipated to be completed in Spring 2021.
