Summary:

The City and Johnson County Wastewater (JCW) entered into a flow transfer agreement on August 28, 1984, for the transfer of sanitary sewage from Olathe’s Indian Creek Sanitary Sewer Basin to JCW’s Middle Basin treatment facility.  As part of this flow transfer agreement, the City must operate and maintain a flow measurement flume, located near the intersection of 119th Street and Quivira Road.

 

An in-depth analysis was performed on the sanitary sewer system by the installation of temporary flow measurement devices.  Upon data review, it was determined by Burns & McDonnell and the City that the flow readings reported from this flume have become inaccurate over time. In order to address these inaccuracies and ensure the correct flow transfer is being billed by JCW, improvements to the flume are required.  

 

Utilizing the City’s price agreement with Crossland Heavy Contractors for Wastewater Facility Repairs and Improvements T & S, the City of Olathe received a price to construct the project in the amount not to exceed $390,000.00.  Improvements will include removal of the Leopold flume structure, installation of new flow structural inverts and a new flow area-velocity measurement device.

It is anticipated that construction will begin immediately following approval of this agreement with completion in Spring 2021.
