Subject:  This presentation and discussion will provide Council with information on an update to the building design and building material options for the Downtown Library.

Item Description:

Discussion of the exterior building design and building material options for the Downtown Library Project, PN 6-C-020-20.

Summary:

The Downtown Library project is included in the approved 2021-2025 Capital Improvement Plan (CIP) with a total project budget of $25 million.  Funding for the project was approved on September 15, 2020, as was an agreement with Lane4 Property Group (Lane4) for project management and owner’s representative services for the project.  On December 1, 2020, the City Council approved agreements with Gould Evans for the design of the project and with McCown Gordon Construction for construction management of the project.

 

In early December 2020, the City Council participated in a preferencing survey to provide staff with feedback regarding the Council member’s preferences to various aspects impacting the design of the library project.  On December 15, 2020, the City Council participated in a workshop led by representatives with Lane4 and the Gould Evans design team.  This workshop focused on reviewing an initial design concept for the library and library site.  Feedback received from the City Council provided staff and the design team with additional information to consider as we work to improve upon the initial design concept.

 

Tonight representatives with Lane4 and the Gould Evans design team will lead a presentation and discussion on an updated design of the building.  This presentation will provide the City Council with a look at an updated concept for the building massing and design, and will present Council with options for exterior building material that might be considered for the building.  The goals with tonight’s presentation and discussion are:

 

1.                     Receive feedback from City Council regarding the updated building design.

2.                     Receive feedback from City Council regarding options presented for exterior building materials.

 

The response and direction received from the City Council following this presentation will be crucial in advancing this project forward into the next phase of design development.  If there’s consensus by City Council regarding the general direction of the building design and exterior building materials, the team is prepared to move forward with submitting the preliminary development plan to Planning staff to begin the plan review process.

Financial Impact:

The Downtown Library project is funded with $25.0 million in general obligation bonds as approved in the 2021-2025 Capital Improvement Plan.

Action Needed:

Staff requests the City Council provide feedback and direction related to the updated building design and on the options presented for exterior building materials.
