Summary:
The original Kansas Avenue Mill and Overlay Project was funded as part of the 2014 Street Preservation Program, and George Butler Associates, Inc. was selected through the RFQ process for design at that time. Additional G.O. Bond funding was added to the project for design and construction of the Kansas Avenue Streetscape Project, rather than standard mill and overlay, from Santa Fe Street through the Cedar Street intersection. Concept design was completed in 2015, but Johnson County announced the likelihood of the courthouse project, so the streetscape final design and construction was placed on hold until final plans for demolition of the old county courthouse was completed. With completion of the courthouse demolition scheduled for this year, the streetscape project final design will be completed this year and construction scheduled for 2022.
The $184,782 Professional Services Agreement provides engineering services necessary for design of the streetscape project, including survey of existing conditions, utility coordination, public involvement, acquisition documentation (title reports, surveyed exhibits, easement documents, etc.) needed for any right-of-way or easements, development of construction plans in accordance with Olathe design standards and specifications, cost estimates, assistance with bidding of project for construction, and assistance as needed throughout construction.
Improvements on Kansas Avenue will include milling and asphalt resurfacing, base and subgrade repairs (as needed), concrete curb and sidewalk replacement, installation of ADA compliant sidewalk ramps, installation of a protected cycle track and planters, installation of streetlights, traffic signal modifications, and placement of pavement markings.
It is anticipated that design will begin immediately following approval of this agreement. Staff anticipates bringing the construction contract to the City Council for consideration in Spring 2022. Improvements are expected to be completed by Fall 2022.

Financial Impact:
The design of this project is funded from the City of Olathe’s 2021 Street Preservation Program authorized on January 5, 2021. Authorized revenue for the 2021 Street Preservation Program includes:
General Obligation Bonds $ 4,200,000
Street Maintenance Sales Tax $11,000,000
Total $15,200,000
