Summary:
GoTrack has been providing automated vehicle location (AVL) services to the City of Olathe since 2010. Previously, these devices allowed for the monitoring of vehicle location and other fleet information for vehicles assigned to the Infrastructure Focus Area. The City is incorporating AVL on all vehicles in our fleet, excluding Police and Fire, into this contract. This system will allow for real-time inventory management as well as provide data used to update such things as the City’s website’s snow maps during snow events.
The City of Olathe currently has 259 units with AVL installed using 3G technology. These units are being phased out by AT&T in early 2021, requiring the purchase of new LTE units. To equip the remaining vehicles in the fleet an additional 350 new units are needed. GoTrack is offering LTE units at no cost with a two-year contract renewal. New units typically cost $99 with one-year contract.
City staff recommends the award of AVL services to GoTrack with two-year cellular service and open API data with thirty second reporting at a cost of $316,680, a $60,291 cost savings from the one-year contract renewal. AVL units have a three-four year estimated life.
