Summary:
On February 3, 2021, the City received qualifications and proposals from 6 engineering firms. Black & Veatch received the highest score based on the selection criteria. The proposed 5-year contract will be awarded for $150,000 per year out of the Environmental Services operating budget. Task orders will be developed each year with the selected consultant as needed to assess City wastewater treatment infrastructure and provide recommendations.
The City owns and operates two wastewater treatment facilities. The first of these facilities is the Harold Street Wastewater Treatment Plant (WWTP) located at the intersection of Northgate and Harold. This facility was originally constructed in 1956. The second of these facilities is the Cedar Creek WWTP which was originally constructed in 1984. Due to the age of these facilities and the corrosive nature of treating wastewater, asset conditions arise that need to be assessed by specialty engineers that the City does not employ. This agreement gives the City access to structural, ventilation, electrical and other specialized engineers that can assess advise on the best ways to recondition wastewater treatment infrastructure.
The existing permits for Harold Street and Cedar Creek will expire during the contract period for the selected engineer. The Harold Street permit expires in 2023 and the Cedar Creek permit expires in 2024. If the Kansas Department of Health and Environment (KDHE) proposes changes to the City’s wastewater permits, the on-call engineer will be used to review those changes.
Staff recommends award of contract to Black & Veatch for on-call engineering services to evaluate the existing wastewater treatment infrastructure. The contract period for the proposed on-call agreement will be from 2021 to 2025.
