Summary:
The Fire Department established a task force of Fire Department and Resource Management personnel in 2016 to review the various manufacturers of fire apparatus. The result of the task force was a decision to establish Pierce Manufacturing Inc., as the City’s standard. Pierce fire apparatus are available for purchase through the Houston-Galveston Area Cooperative (HGAC), a national competitive bidding cooperative, and is locally managed by Conrad Fire Equipment Inc. (HGAC Contract# 12-19).
Fire Department staff and the Fleet Maintenance Superintendent recommend the purchase of one (1) Pierce Enforcer Heavy Duty Rescue (HDR) fire apparatus for the Fire Department.
The recommendation is for-
-One (1) Pierce Enforcer Heavy Duty Rescue (HDR) fire apparatus. The cost for the one (1) HDR Rescue apparatus is $1,688,893.66. This unit will replace # 02-06-1024 a 2013 Pierce Rescue.
The HDR Rescue is scheduled to be delivered 44 months from the approval for purchase. Estimated delivery is October 2027
This apparatus will be purchased as part of the approved 2024 budget and the regular vehicle replacement process.
Additional accessory equipment for the apparatus will be purchased from various vendors at an estimated cost of $325,000. For a total cost of $2,013,893.66.
Staff recommends award of contract to Conrad Fire Equipment Inc., an Olathe vendor.

Financial Impact:
$2,013,893.66 for one Pierce Fire Apparatus and accessory equipment. Apparatus funding will come from the Vehicle Equipment Replacement Fund (VERF).
