Summary:
The Street Reconstruction Program provides for full reconstruction of streets that are deteriorated to a condition beyond preventative maintenance provided by the Street Preservation Program. The 2025 Street Reconstruction Program includes the following two primary street locations and five alternate street locations:
S. Hamilton Circle, Harrison to Public Safety Drive
Public Safety Drive, Hamilton Circle to Old 56 Highway
S. Chester Street, Santa Fe Street to Loula Street (Alternate)
E. Lakeview Avenue, Ridgeview Road to Central Street(Alternate)
E. Wabash Avenue, Ridgeview Road to Central Street (Alternate)
S. Hyer Street, Loula Street to Cedar Street (Alternate)
S. Emery Street, Park Street to Loula Street (Alternate)
Each location will include removing the existing pavement section, grading and placement of aggregate base subgrade, full depth asphalt pavement, concrete curb and gutter, concrete ADA ramps and sidewalks, drive approaches, and city streetlight installation. The project locations may require utility rehabilitation where necessary, and could include waterline, sanitary sewer and stormwater improvements.
All these streets were included in Resolution 23-1024 for the 2024 Street Reconstruction Program. Construction in 2024 will include Water Street (Whitney to Prairie) and approximately one-third of Hamilton Circle. The northern portion of Hamilton Circle and Public Safety Drive will be completed in 2025. The alternate street locations included have already been designed and will be scheduled for construction depending on the available funding following the bidding of the two primary street locations.

Funding for the 2025 Street Reconstruction Program, as approved in the 2024-2028 Capital Improvement Plan, includes:

Action Needed:
No action is requested at this time. Staff will return to Council on January 23, 2024, to request approval for authorization of the project.
